When Gov. Bruce Rauner introduced his first state budget proposal in January 2015, critics lashed out at the 30 percent cuts it sought to impose on Illinois’ public universities.

Two years and one historic budget impasse later, a bipartisan budget bill introduced in the Illinois Senate seeks to restore funding to the state’s nine universities at their levels from Fiscal Year 2015 — the last year in which Illinois had full state budget. If it passes, the net effect is that the schools will have, over a two-year period, endured budget cuts…
